Typically, I

 1. Standardize the inputs (zero-mean/unit-variance)
 2. Standardize regression targets
 3. Use unit vector targets for classification
 4. Use the MSEgoal = 0.01*mean(var(target',1))
 5. Accept defaults for the other inputs
