Guys, how to simulate or code "warning messages in I2V communication?

I want to simulate or write a code for warning messages in infrastructure to vehicle communication.

I think that my answer doesn't address your question but I don't understand what your question is.

In I2v system.a traffic light represent the transmitter part and a vehicle represent the receiver part so, if there is an accident or a vehicle heading close the traffic light will send a warning message to the vehicle to take cautions .

I need a code or a simulink model for this just to figure out the steps to begin cuz I don't know how to start.

I understand now. That wasn't clear in your question. What you really want to know is how to get started with building a simulink model. There are lots of tutorials and videos out there if you google it. I'll suggest one to get you started.
