I have created a scatter plot. The x-axis is scaled so all points are equally represented. There is data from -30 to 30 but 90% of the data has an x value between 5 and -5. How can I scale the X-axis so you can see more area between -5 and 5 but still have all the x-axis values.

You can't. The axes are linear.
If you want, you can have x be the log(x) instead of x by doing
scatter(log(x), y);
