Assuming that you mean the LTE system toolbox, you need to contact your sales representative. While the Answers site is supported by the MathWorks, it is not where you will get any direct information about costs. In fact, I believe they will not post prices here.

Anyway, I do not even know if that toolbox is available for a copy of MATLAB as old as that which you have. So you might be forced to upgrade your license.

I do not know the exact current boundaries, but the policies were at least formerly that it was not allowed to purchase a toolbox for a MATLAB version more than 2 years old.

In the particular case where someone needs to use an old MATLAB version for compatibility reasons, the solution that Mathworks offers is to have your software support up to date and then purchase the toolbox for the current version. The toolbox license for the current version also grants the right to use the toolbox for all previous versions. Though with a version that old, you might need some technical support from Mathworks to get a license key in a form usable by that release.
