Did you press the "Troubleshoot" button already? Did you install Matlab as admin and run it as user? Then maybe the license files are found in the admin's home folder.

I understand that you are facing the ‘License checkout failed - Error 39’ after installing MATLAB R2022b on your macOS.
Generally, this error is encountered when you have logged into your computer as a user who is not authorized to use the license. There is an Options file ‘MLM.opt’ in which you need to include those usernames to whom you want to give access.
For Linux/MacOS, the Options File is located on the license server in the directory below by default:
$MATLAB/etc/glnx{86|a64} ($MATLAB/etc for releases prior to 2010b)
(where $MATLAB is the MATLAB installation directory)
You can create one if you still can’t find the Options file.
Below is a link to MATLAB answers which discusses in detail about Options file and how to define it on the license server:
You can also refer to the below MATLAB answers link that discusses the ‘License Manager Error - 39’.
Hope it helps!!

The user appears to be using a network license. The options file would be on the license server.

The license server component is the same for Mac and Windows, with the exception that historically there have been a couple of times when the Mac version of MATLAB required that the license server be updated to a newer version but the Windows version did not require that (with the newer version being the version listed in the documentation -- so it was more that the Windows version was occasionally more forgiving of using an older version.)
