How to Reduce image size and increase size

i would like to know how can i reduce the image size snd enlarge?

in the

1. nearest neighbor
2. bilinear
3. bicubic

can i get a sample code?

i don't know which one is nearest neighbor or bilinear and bicubic. ;-;
