Steps in image vectorization

What are the steps to vectorize a raster image using: 1) image processing and 2) neural network? I hope knowledge sharing from all. Thank you

I don't know what a "vectorization model" is. An image is an array of numbers. Why can't you just deal with that like everyone else?
