Why license activation pop up again?

I installed "MATLAB2021a" and click icon.

At first time license activation needed so, I logged in by account that has license.

At second time I clicked icon but, license activation needed again, so I logged in by account that has license.

At third time I clicked icon but, license activation needed again, so I downloaded license file and register to license activator.

But...... license activaion pop up again and again...

What should I do??

You can try to run as administrator once, in order to allow MATLAB to write to the proper license file. If that doesn't help solve your problem you should contact Mathworks support team for help with installation.
