import from text file

I have multiple coloums un text file having floating point numbers. I want to import this file and implwment interpolate function in which one column will be x and second coloumn will be v. can anyone help me how to write program about this? Numbers should be rounded off upto one decimal. I have attached summary of my text file.

What did you try? It is often easier to fix almost correct code than to write code from scratch.
