Radar Main Clutter Model

Can someone please help me write a MATLAB code showing a simple airborne radar, assume it is stationary. There is a target with a certain cross section (say about 25m2) at a lower elevation at a certain angle, assume stationery as well. That target reflects some pulses back to the radar. There is also some pulses from the environment under the target, some ground clutter. Let's say some terrain. In can be as simple as you would like for modeling purposes. The model should be a typical PSD sketch of radar returns. Of course your model will differ depending on the terrain and if you decide to depict the noise.

I have tried modeling it but it keeps giving erros, even though I use the radar tool box. I would post my code but it is very long. It is easier for me if someone dos it from the beginning then I can compare.
