How to use plot3 for time-frequency representation

Hello,
Please I have a vector containing one line and 25,000 colones V = [25 000 1], and I want to display time-frequency representation using Plot3 ( or other) (FFT display and time signal), knowing that the representation of the signal V is sinusoidal.
  Please indications?????
