interpolation from matrix to grid

Hello everyone,

I have a matrix of 21x7 with wind data from a reanalisys. I need to create a 2D grid so each point of the grid correspond to the mean of all the corners ( the 4 nearest datas from the matrix)

I create the grid with meshgrid but I don't know how to field it with than mean. I tried with interpolation but I don´t get the right answer.
