Pseudo random sequence in watermarking

I embedded watermark sequentially in a cover image which is not secure. Now I want to insert data in image by pseudo random selection rule into the blocks of 8x8. Can anyone guide me how I can do that ? Any guidance please?

thanks for your response. I am using frequency domain and insertion criteria is adding bits of a grayscale image into the rgb host image. I inserted by sequentially now I want to do it by using pseudo random sequence.
