How can i use Genetic Algorithm "GA" to solve the following?

Hello, i have been trying to find a solution for this but nothing works.

I have the following fitness function

with the condition on

In addition to the equality constraits

And the enequality constraints

and the two first tables here as data inputs

I really need help on this one, please!
