error while programming hardware :device arm dap_1 is not programmable

I'm using matlab R2017a and vivado 2018.2.

I want to access FPGA external memory using matlab as axi master ,so i followed the steps given in below llink example.

And I have installed HDL coder for xilinx FPGA boards and HDL verifier for zynq platform ,did setup packages also.

But while programming ZED BOARD afrer generating bitstream from vivado I'm getting error like Device ARM dap_1 is not programmable .

And There is no problem with the Setup ZEd Board and PC .

So ,What I'm misssing here.I'm not getting any solution.Please Help me to resolve it.
