4PAM modulation and demodulation in free space optical gamma gamma channel .

I want to transmit 4PAM modulated signal through a gamma gamma channel and receive it by a Photo detector at receiver. But when I draw a BER vs SNR graph the results are not proper.Channel parameter is given as (alpha,beta)=(4.08,1.47) and I am considering flat fading and single tab channel. Any suggections plz?
