Creating a VHF and DSC simulator

Hello,

I need to connect 2 PCs using Ethernet cable to create a simulation of VHF interface (speaking/voice transfer), and DSC (writing/text transfer).

So, there is please any documents or similar projects which explain how to create this type of applications, (how to transfer voice and text files between 2 Computers). An example of a VHF simulator (DSC is the position text).
