How to set up license.dat and mlm.opt for 2 NNU?

I have two NNU licenses. I downloaded the two license files and concatenated them into one license.dat file.

My mlm.opt file looks like this:

GROUP MY_USERS user1 user2

INCLUDE MATLAB GROUP MY_USERS

INCLUDE Image_Toolbox GROUP MY_USERS

INCLUDE Signal_Toolbox GROUP MY_USERS

When I run lmstart, /var/tmp/lm_TWM.log shows

16:48:19 (MLM) USER_BASED license error for MATLAB --

16:48:19 (MLM) Number of INCLUDE names (2) exceeds limit of 1
