Can the report file .rpt be converted to .m file as the .mlx?

You can use the rpt file with the new APIs https://www.mathworks.com/help/releases/R2019b/rptgen/ug/mlreportgen.report.rptfile-class.html. Whether that makes sense or not depends on the size of the rpt file. The new APIs make it much easier to create reports.
