Frame rate detection using raspi and webcam

Hi
I am working on detector. However i am facing an issue relating the frame rate detection . I am using Matlab with raspi 3 B2. My question is when i use the webcam live stream without the detector i am getting the same frame rate values like when i used RCNN. which makes me confusing. . Do you have any explanation or idea about this senario. Best.
