design of a fuzzy logic command

greetings.
I made a Lookup-based command and the velocity comparison graph is correct (see Fig.2).
But when I replaced this command by a fuzzy logic control, the measured speed does not stabilize itself and it decreases (see Fig.1).
So the problem is in fuzzy controller design?
