2019a windows insists on downloading

setup --> downloading (cancel)

into directory of download

setup --> downloading (cancel)

into bin directory in download

setup --> downloading (cancel)

How do I get it to use the previopusly downloaded files?

The download directory has a different install executable that has to be used. The second one will look in the directory that it is stored in rather than insisting on downloading.
