Need assistance regarding Simulink Modeling

Hi,

I am implementing first order differential equations in SIMULINK. where, my inputs are step signals or random pulses, and my output is based on these pulses and differential equations.

Now, I want to set a thershold value that, if output would be equal to (example 50mv) then a spike should be generated and during this time no input signal is acccepted (Refractory period) and then output bcomes equal to reset voltage (say -70volt). Again it works in same way repeatedly. (Neural Integerate & Fire Model)

Can anyone sugggest me how to implemt Thershold and Refractory portion in Simulink?
