Mex files for Win 64, version 0.9.21

I have recently tried vl-feat (0.9.21) in matlab (R2018a). While i am trying to run

>>vl_demo

the following error is showing up Invalid MEX-file 'D:\ lib\vlfeat 0.9.21\toolbox\a_mex\mexw64\vl_covdet.mexw64':

Missing symbol 'FileTimeToSystemTime' in 'C:\Program Files\MATLAB\R2018a/bin/win64\API-MS-Win-Core-File-L1-1-0.dll'

Error in vl_demo_covdet (line 15)

frames = vl_covdet(imgs, 'verbose');

Error in vl_demo (line 24) vl_demo_covdet ;

and when i run this command

>>make MEX=MATLABROOT/bin/mex

this error appear Undefined function or variable 'make'. how can i solve these errors plz?

use vl_compile from inside MATLAB.
