find points in 3D mesh in th form of semi circular shape to get element number. inpolygon for 3D

I have attached the 3D data set. I have generated the small data for the testing.

ex, ey and ez are the coordinate points in x, y and z direction.

I want to select points in semi circular pattern. Attacehd is the picture.

Cordinate system

x = horizontal

z = vertical

y = 3rd dimention i.e. width

I am also facing problem to visualise the data in 3D. How to see the selected elements in 3D inside rectangular region.

Attached is the figure of the model. i want to create the semi elliptical notch.

If one can provide to generate the mesh for this block is also welcome.

for 2D i used inpolygon to extract the points.
