How to model this in simulink

I have a phonic wheel with speed probe attached. The phonic wheel contains one short tooth and I have to detect this short tooth to calculate speed. How can I model this using Simulink only.
assume the short tooth is 400mV p-p and other tooth's are 200Vp-p
Any help is appreciated.
