Mask Parameters: popup versus spinbox

I have a mask parameter with a Callback and Initialization code. When defined as a popup only the Callback runs when it is changed (until "OK"). When defined as a spinbox, Initialization is called many times with each value change. (In the midst of these calls, the Callback runs once.) Why is that?
