How can I control system applications volume by using matlab?

Is there anyway to control the mixer volume? I am trying to do make it work like... when the sound plays in matlab program, I want to reduce the other applications volume to 20% but the master volume is unchanged and when the sound from matlab program is over, I want to make the sounds of applications back to the state it was. Recently I came across .netassembly to get the battery percentage. So likewise there might be anyway to read the volume mixer information and able to write it?

I saw some c# method. But I dont know that language. Kindly can anyone help me with it? I am excited if it works because I have many ideas to work with cortana in matlab mostly by tts :) Thanks.
