Computation of summation equation

Hi can anybody help me compute this equation in matlab?

I mean, for the top portion, you could do something like

 mlk=combvec(1:N,1:N,1:N);
 k=mlk(3,:);
 ...
 sum(C(k,k).*C(m,l)-C(l,k).*C(k,m))/sum(...

The bottom portion is more complex, nested for loops for each sum are the only thing I see working.

 for k=1:N
    fg=combvec(1:N,1:N)
    fg(:,fg(1,:)==k)=[];
    l=1:N;
    ...
 end
