How to fix the problem in Raspberry pi support package installation [ swriter.exe -Application error. Application was unable to start correctly (0xc0000142)]

I'm trying to setup Raspberry Pi 3 support package. But when I click on write SD card, it shows the following error in the Picture. Please could anyone help me?

Dear respected sir I'm facing another problem, which is that I've connected mu Raspberry pi wirelessly with wifi. But when I shutdown my Raspverry Pi or reset my router, Host name of my raspberry pi changing. Then I need to setup my PI again.

Please could you help me about how to give a fixed Host name and IP sothat I do not need to Setup rasperry pi again and again?

Try RUN AS ADMIN.

I did both compatibility settings and RUN AS ADMIN ,so not sure which one worked,but I am 85% sure it wasn't compatibility settings.
