How can I create a custom Neural Network?

Hi,
I want to create a custom Neural Network like the one in the picture below.
The problem is that with Matlab's net.inputConnect command, I can not connect input X only to odd neurons of Layer 1 and input Y only to even neurons of Layer 1.
What code should I use to describe this network?
