With older versions you launch the installer and go through it, and request a custom installation and tell it to install the toolbox.
In a couple of the newest releases it is also possible to go through the Add-ons menu of MATLAB to request that a toolbox be installed. I am not sure if it checks the server to see if you are entitled or if it looks at your current license.
