- Delete the Target: Remove the existing target from the Simulink model to clear any cached data.
- Re-link the Target: Add the target back to the model to set up a fresh environment.
- Rebuild the Model: Proceed with the build, which should now include the "### Created" string in the log.

I faced the same issue when doing an incremental build to an xPC real-time target machine. It seems that Simulink does not recognize that the target is already built, especially if our directory has been moved and lost the 'slprj' folder.
Here is a workaround that helped me:
While a bit manual, this approach helped resolved the error for me. Hope it helps!
