I am thinking about purchasing another Matlab license. Can I associate the toolboxes I have already purchased with two or more licenses or are we forced to purchase a whole new set of toolboxes with the new license?

I am fairly sure each license is separate unless you have floating licenses on a server or a similar setup, but our company has never done that as it was said to be more expensive. You should ask Mathworks directly though with important licensing questions such as this rather than rely on the community. Probably someone from Mathworks will look in on this thread, but to be sure just send a question to Technical Support.

Adam is correct, you need a floating license. I have not seen pricing on such licenses in a number of years; historically it was not cost effective until it was replacing roughly 3 or 4 individual licenses.

The best person to ask is the account manager (==Sales) from MathWorks
