Recreating a Traffic Simulation Model from a Book -> I fail...

Hello, I tried to recreate a Simulink Model from a book. I'm a beginner at working with MATLAB/Simulink and I have to make a model about traffic. That's why I wanted to create a Model which was shown in a book. I also implemented all the exceptions the author mentioned. But it doesn't work at all.

Could anyone help me to make it running? Scope displays something completely different :O I attached the chapter from the book and pictures from the models I built. Unfortunately it's not possible to attach my simulink model :/
