optimization of a buffer controller system (VLSI signal processing architecture)

Hi, I have 7 processors in my system and it has 11 buffers. There are feedback loops and i want to find out the optimized frequency of my system and of each processor. Is there any toolbox i can use to implement the system which can give me the optimized frequency or in the other case i have written a piece of code which now is giving one error which i cant find out. Is the optimization toolbox in matlab helpful in this case ?
