How do you make this matrix?

In the picture above, I have been tasked to recreate matrix e using any viable functions. However, I have been wrestling with it for hours so I would appreciate some assistance. This is my first programming class ever so I am struggling a lot doing this kind of stuff. Thanks for the help.

kron(ones(3,3),kron(eye(2),ones(2,2)))

Note: kron is a somewhat advanced function to use for this. You should probably think about repmat()
