Why do I receive "Error 2203. The process cannot access the file because another process has locked a portion of the file" when c++ 2005 redistributable is installing?

When attempting to start the MATLAB installer the Microsoft C++ 2005 redistributable installer starts and eventually displays the following error. 

 

"Error 2203. The process cannot access the file because another process has locked a portion of the file."

How can I proceed with my installation?

This error occurs when the Windows installer service is in use by another program. In order to resolve this issue reboot your computer and install any pending Windows updates. Once completed rerun the MATLAB installer, which should now be able to complete the C++ 2005 Redistributable installer and continue.
