IEEE 9 bus includes circuit breakers. Systems with circuit breakers do not have transfer functions.

If you wish to truly understand the dynamic behavior, stability, and response to changes or disturbances of the IEEE 9-Bus System from the perspective of an Electrical Engineering learner, you must symbolically describe the input-output model for each component in the system. You will then observe that each component of the IEEE 9-Bus System, including generators, automatic voltage regulators, exciters, and power system stabilizers, has its own transfer function under specific operating conditions.
A 'dirty and fast' trick is to use the linmod() function to compute the linear state-space model of the IEEE 9-Bus System. However, you may not understand how the numbers are derived in the first place. You may also encounter difficulties in identifying the linearized system states unless you are already familiar with the IEEE 9-Bus System.
