how to create target dataset from the main dataset?

From the matlab datasets one is House dataset. This dataset has Inputdataset and targetDataset. My question here are how are the target dataset and Inputdataset created form the HouseDataset. are there any formula or any method to create these target dataset and Inputdataset?
