Using while like for

I want to use while loop,like double for loop.I have a

    while flag==0
        for i+1:N
            for j=1:V
                if 
                    % {part of code, flag becomes one (flag=1) }
                end 
            end
        end
    end

and i want to write it in while loop with a condition that stops when a variable flag becomes 1
