Why does the MATLAB installer window appear blank when I launch the installer on an offline computer?

I am trying to install MATLAB R2023b on an offline Windows computer using the ISO. I launch the installer by running the "setup" executable and the installer window appears but it remains blank for a while before finally prompting me to enter a File Installation Key. Why does it take so long to load?

The MATLAB installer will attempt to connect to our servers. If it is unable to connect, it will enter a retry loop. During the retry loop, the installer window remains blank and cannot be interacted with.

Usually on an offline computer or a secure network, the retry loop will complete within a few seconds and the installer will load in offline mode. However, in certain cases it may take longer for the retry loop to complete.

If the installer window remains blank for more than 20 seconds, please contact MathWorks Install Support and provide your installation log file. You can attach your installation log file to an email sent to [e-mail].

The relevant part of the log may resemble these entries:

If many users will be using the same offline installation package to install MATLAB, it may be worth configuring the included installer_input.txt file in order to enable users to do a silent installation instead of an interactive installation.
