Combine Mathlab 2023b and 2021b licenses

We are gradually migrating Mathlab from 2021b to 2023b, having a license server and a concurrent use license file.
We would like to know if it is needed to generate a combined license file for both versions, or a new license file for 2023b will be valid for the clients still using 2021b

Hi, sorry, but I´m nor sure that this is a commercial question. I mostly need to know if Mathlab clients on version 2021b will work with a license file of version 2023b served by a Flexnet service on a server.

The Sales department handles issues/problems/queries related to licenses as well, not just sales.

Just take the R2023b license file. Your users can check out older releases. There will be a cut-off release where users cannot check it out anymore, but this will be very very old releases.
Sometimes there are issues with products that were merged, split or renamed. Here I recommend contacting MathWorks installation support.
