Activation Key - MATLAB 2019a

Dear sirs, I would like to install MATLAB R2019a-home use + APPS License: 40699831 on my new PC ACER laptop - Windows 11.

The software is already installed on another PC (HP Pavillon) - I have this sofware on USB 3.0 - I tried to install this one but Iget some difficulties

to install it (A message appeared no connection with your services) - I tried a second time , but to no effect - Key of activation missing ?
