- Installing from a shared drive. Move the installer to a local drive.
- Antivirus/security software

This error is indicates that ports on the loopback address in the error message are being blocked. There are many things that can cause this including, but not limited to:
If you would like to install MATLAB onto a shared network drive, run the installer from a local drive and set the destination to your network drive to avoid this error.
