Do we need to license to down load & install the below attachment

Matlab runtime (R2022a (9.12) Windows 64bit).

No, you don't. It's free of charge.

But note that the MATLAB Runtime is not the same as desktop MATLAB. You can only use MATLAB Runtime to run applications generated by MATLAB Compiler. See this documentation page for more information.

Technically, Yes, you need to agree to some terms and conditions to download the Runtime, and those are considered a "license".

However, provided you agree to the conditions, then the download is no charge, and does not require any paid license for Mathworks products.
