How to write this equation in MATLAB

Hello. I am working on a mixed-integer non-linear programming (MINLP) problem where the below equation is a part of number of equation. I am confused how to implement it in Matlab. I would be thankful if someone help me out.

We don't know how the variables are interrelated. The only thing we can tell is that you will have to use "ga" to solve your problem.

Hi Imad,
F = symsum(f,k,a,b)
returns the sum of the series f with respect to the summation index k from the lower bound a to the upper bound b. You can use this to find the summation of variables in the given equation. Yopu can use the below link for more information.
Since one of the variables require multiple summations, you can use nested sum or symsum to get the desired output. Refer this link for more information: Multiple Summation in matlab - MATLAB Answers - MATLAB Central (mathworks.com)
You can use the min function to then compute the required answer.
