MATLAB:dis​patcher:lo​adLibrary Can't load 'C:\Program Files\MATL​AB\R2014b\​bin\win32\​handle_gra​phics.dll'​: Not enough storage is available to process this command

I'm loading a dll by matlab command than trying to open my simulink model and it's crash showing the following message

MATLAB:dispatcher:loadLibrary Can't load 'C:\Program Files\MATLAB\R2014b\bin\win32\handle_graphics.dll': Not enough storage is available to process this command

i tried to cancel and uninstall all unessential seriveces and softwares and i still get the same problem also I have enough available ram and Hard disk storage 4 GB ram and according to task manager the maximum usage go up to 2.5 gb i set the paging file for minimum of 7gb and up to 8gb

i'm using Matlab 2014b 32 bit on windows 7 32 bit

when i try to run the same thing on my windows 7 64 bit with matlab 32bit on the same computer it succeding well on. but i need to run my model in 32 bit windows becuase of specific interface

there was a problem with insufficient memory so i moved to windows 64bit
