Extract data from raster plot

Is there a way to extract frequency data from this raster plot?

I am looking to get the data on time of occurrence of each dot with the corresponding neuron number from matlab from .mat figure of this type.

Assuming you don't have the data that generated the figure to begin with, try grabit from the File Exchange. It estimates the coordinates of data in an image that contains a figure.
