is http interface is a protocol or library and how can I install that?

I am using the http interface which has the URI function . But is is giving me error. Can u please tell if the http interface in matlab is toolbox and how it can be install because im getting the error no uri function found.

https://www.mathworks.com/help/matlab/ref/matlab.net.uri-class.html has been part of MATLAB itself since R2016b.
